Beth Chapman is known worldwide as a recognizable celebrity.  She was the youngest individual to receive her Colorado bail license, with only her daughter Lyssa beating that record.  Mrs. Chapman is an astute businesswoman having operated several retail stores and bail shops in different states, and is a social media guru. Mrs. Chapman was the co-star of “Dog The Bounty Hunter” on the A&E Television Network with her husband Duane “Dog” Chapman, which chronicled the family, events and clients in their Honolulu, HI based bail bond business, Da Kine Bail Bonds.  The show was also filmed on all of the Hawaiian Islands, as well as in Colorado.


Years 2012 through 2015 brought a new era and a new show.  After the departure of some of the adult family members, CMT snatched up this talented duo and their son Leland.  After years of asking for Duane’s and Beth’s assistance, they went on the road in an effort to help struggling bail bond companies nationwide with their show “Dog and Beth: On The Hunt,” which aired for three seasons.


In 2016, Beth and her family choose to break away from television so that Beth could run for the position of President of the Professional Bail Agents of the United States.  After serving on the Board of Directors, Beth’s instincts told her that her talents would be best implemented for the greater good by representing bail agents nationwide.  Mrs. Chapman is entering her second year as President.

Jeff Kirkpatrick of Jackson, Michigan is a Life Member of PBUS and a Master Certified Bail Agent. He is the 2012 PBUS Bail Agent of the Year. He has been a bail agent for over 30 years and owns a retail bond agency. Jeff is the Vice President of Industry Relations for Universal Fire & Casualty Insurance Company. His in depth involvement in PBUS has led to him currently serving as it's Executive Vice-President. He has served as Vice President, Director-at-Large, Division Director, Division Vice-Director and served on numerous PBUS committees.

Additionally, Jeff was a member of a special commission that was impaneled to recommend and implement procedural safeguards designed to enhance public safety during the fugitive apprehension process. He has taught various seminars on Skiptracing and Bail Recovery. He was responsible for the creation of the first PBUS website in 1996. Jeff is the past president of the Michigan Professional Bail Agents Association. He holds a Fidelity and Surety Insurance License from the State of Michigan . He writes both property and corporate surety bail.

Jeff obtained certification as an Electronics Technician from the Federal Communications Commission and is licensed as an Amateur Radio Operator and a certified locksmith. He is the immediate Past President of the Jackson Community Federal Credit Union and currently serves as a Director and Board Secretary.

Marc Oudin is a Master Certified Bail Agent and has been a member of PBUS for 24 years.  He has served on the board and held many committee assignments throughout this time.

Marc graduated from Louisiana Tech University in 1982 with a BA in English.  For 30 years he has been a property insurance broker and is the designated general agent and chairman for Agents Mutual Insurance Company.

In 1990 during an audit, insurance regulators introduced Marc to the bail bond industry.  After a lot of research, Marc developed a mission (strategy plan) which evolved into his own bail bond company, Bail Bond Financing, Inc. (BBF).

Marc’s wife Nancy manages the bail bond office operations, while Marc focuses on agent recruiting and public relations.  Their team effort has been a successful formula.

BBF is a single state surety.  They hosts a network of agents throughout Arkansas.  With a slogan of “We Never Sleep” and a mission statement of “Integrity & Respect”, Marc focuses on quality agents, open communication, and customer satisfaction.  Law enforcement agencies and judicial systems throughout Arkansas will confirm that BBF and their agents are focused on the guarantee of appearance.  Marc & Nancy have two children.  Edouard is 24 and Caroline is 22.  They are both in post-secondary education.

Why do Marc & Nancy treasure PBUS?  Because the conferences offer educational outlets, valuable vendor introductions and networking with association friends.  The destinations give us an opportunity to enjoy time away from our busy schedules.

David Stuckman is a Master Certified Bail Agent (MCBA) through the Professional Bail Agents of the U.S.  He has been licensed as a bail agent since 1986 after working several years as a bounty hunter for Gatsche Bail Bonds in Manhattan, Kansas.  In 1992 David became a bail agent full-time opening his office in Junction City, Kansas.  David became a General Agent with American Surety Company in 2002 with 22 sub-agents under him throughout the state of Kansas.  He has served as a board member and has been on several committees for the Kansas Bail Agents Association during his years in the bail industry.

David raised two wonderful children as a single parent.  Cassidi is now 28 years old and a full-time yoga instructor in Chicago, IL.  Colby is 25 years old and is in college studying to become a pharmacist.  David was honored to receive the "Bail Agent of the Year" award in 2015.

Maggie Kreins came into the bail business quite by accident. In 1985 she was on her way to law school and took what she thought would be a short detour. Her father asked if she would do some work for him and she agreed. Law school was put on hold and she never looked back. Throughout her carer she has been instrumental in shaping California's bail landscape and currently serves as Vice President of the California Bail Agents Association. She helped create a task force for bail reform. She was the co-founder of the Los Angeles Bail Association and one of the organizers of Women in Bail. She is a Master Certified Bail Agent.

Maggie has been at the forefront of the bail industry for nearly three decades.  She brings with her an invaluable set of tools to share with others.

Scott G. Hall was born June 8, 1964 in Linden, Alabama and graduate High School from Marengo Academy in 1982. He joined the United States Marine Corp Reserve the same year where he served ten years and was honorably discharged in 1992.  He received his BA in Finance from University of South Alabama in 1987. He moved to Atlanta and went to work for a financial planning firm. He started his own firm specializing in estate planning in May of 1991 with his business partner, Christopher J. Bohrer. Chris and Scott decided to enter the bail bond business in 1994 by incorporating Anytime Bail Bonding, Inc.  He and his business partner have grown Anytime Bail Bonding from two employees to over fifty with ten offices covering 26 counties. 

He was elected President of the Georgia Association of Professional Bondsmen (www.gapb.org) in fall of 1998, served four two year terms as President and currently serves as Vice President.  During his involvement with the GAPB has helped pass the bail agent education law requiring  continuing education for licensure to write bail in Georgia, has help pass legislation to establish minimum standards for recovery agents, and has help pass legislation increasing the allowable bond fees charged on bonds.

He has been a long-time member of PBUS since 1996 and serves on the Board of Directors as the Immediate Past President. He served PBUS as Vice President and President as well as serving as a Member of the Council of Presidents for eight years, member of the Technology Committee, member of the Visa Bond Committee, Future of Bail Committee and the Legislative Committee.  He is a Certified Bail Agent and a member of PBUS since 1996.

He currently lives in Augusta, Georgia with his wife Robin and his daughter Madison. He is a member of the Warren Baptist Church.

Linda B. Braswell, is a Master Certified Bail Agent by the Professional Bail Agents of the United States. She was licensed as a bail agent in 1974 after working for several years in a bail bonds office as a secretary.  She was the youngest ever licensed female Bail Agent in the State of Florida at that time.

 

Linda has owned Braswell Bail Bonds in Stuart, Florida, since 1975 and has served as the President of Braswell Surety Services, Inc., since 1981. In addition, she is the exclusive Florida Managing General Agent forBaltimore, Maryland based Lexington National Insurance Corporation.

 

Linda has served on the PBUS board since and is the Past President Florida Surety Agents Association. In 1995, she was inducted into the Professional Bail Agents of the United State Hall of Fame. She received the distinguished honor as the 2003 PBUS Bail Agent of the Year. She served on the Florida Department of Insurance Bail Bond Blue Ribbon Panel and is a Certified Florida Pre-Licensing Instructor, Certified Florida Continuing Education Instructor, and PBUS Certified Bail Agents Program Instructor.

Rainy Robinson has been an entrepreneur for over 27 years, owning and operating a variety of businesses.  While fairly new to the bail industry, she is not new to business.  She has taken failing businesses, turned them around and made them profitable.  She believes that making even small adjustments can improve profitability, longevity and the quality of services provided.  Ms. Robinson believes that the key to any endeavor is surrounding oneself in excellence (knowledgeable human resources), cutting-edge technology and continued education.

Alexis van de Ven is a Certified Bail Agent through PBUS and is also a member of the Professional Bondsmen of Texas.  Alexis opened her bail agency in 2009 and opened her second company, Alexis Bail Bonds, in 2013. She is a licensed realtor, private investigator and notary public.

Dennis Sew is a Mastered Certified Bail Agent and a long-time member of PBUS.  He entered the bail industry in 1984 and is currently the Director of Producer Relations for Lexington National Insurance Corporation based in Maryland.  When it comes to fugitive recovery, Dennis is one of the best.  On the federal level, he has worked with the U.S. Marshals Service, FBI, DEA, AFT, Secret Service and Homeland Security.

Topo Padilla and his father Greg Sr. opened the family bail bond business in 1979. Together they grew the business to be one of the largest bail bond agencies in California.  After 20 successful years in business, they sold the company to a large corporation.  After five years of working in the corporate world, they came to realize they were not able to maintain and manage the personal relationships with their clients and the legal community.

Marco LiMandri has been in the bail industry since 1972 and started his own bail agency in 1973.  He served as President of the San Diego Bail Agents Association until 1992 as well as Vice President and President of the California Bail Agents Association. Marco also worked for the Hotel Employee's and Restaurant Employee's union as a business agent, was Chairman of the Health and Welfare Trust Fund union and Secretary-Treasurer.

Dudley Goolsby received his BA from Oklahoma State University in 1965 and entered the bail bond business in 1976.  He made it his full time profession in 1984.  He was elected President of the Oklahoma Bondsmen’s Association in 1988 and served as President until 2003.  During his presidency Oklahoma passed the bail agent education law requiring pre license and continuing education for licensure to write bail in Oklahoma.  This law was passed over the Governors veto.  Oklahoma  Bondsmen’s  Association purchased  an  8000 sq ft  building  two blocks from the state capital that serves as our headquarters.

 

He served as Chairman of the Council of Presidents for four years and as Editor of The Perspective for a year, member of the Visa Bond Committee, Future of Bail Committee and the Taskforce for PBUS Public Information.  He is a Certified Bail Agent and a member of PBUS since 1989 and had the honor of being named Bail Agent of the Year for 1996.

 

Dudley is a Managing General Agent for Safety National Casualty Corp. in Oklahoma.  He currently serves as a board member of the Oklahoma County Conditional Bond Program.  He is currently Legislative Chair for the Oklahoma Association and has been a certified instructor for Oklahoma’s pre-license school.

Guy Ruggiero currently serves as the South Central Director for PBUS. He also serves as Vice President of the Louisiana Independent Business Association (LIBA) a Self Insured Workers Compensation Fund Association in Louisiana. Guy, a native from Donaldsonville, Louisiana, attended Ascension Catholic High. Afterwards, Guy went on to attend Nicholls State University where he was a member of the Phi Kappa Theta fraternity. After receiving his Bachelors degree in education, Guy launched his career in 1978 when he accepted a position as a field underwriter with the New York Life firm. In 1982, Guy started and served as President of Ruggiero and Associates, Inc., a general insurance agency that specializes in life, health, auto, commercial, and personal insurance.

In 1994, Guy created yet another organization known as the Association of Louisiana Bail Underwriters, Inc. where he currently resides as President. Later, in 1996, Guy was responsible for creating and passing legislation that enables bail agents to receive Pre-Licensing instruction and Continued Education. In response to his dedicated work on this subject, the Louisiana Department of Insurance appointed Guy as a founding member of the Insurance Education Advisory Council (IEAC).

Charles White worked with the Chattanooga Police Department for more than five years before entering the bail bond business in 1981.  His first assignment was an undercover narcotics operative and having the distinction of working undercover longer than any other office in Chattanooga PD history.  His efforts lead to the arrest of 98 defendants on 237 original indictments.

During the early years of his bonding business, Charles was partners with Claude P. Knowles, Jr. at Knowles and Associates, doing business as ABC Bonding Company.  When Mr. Knowles retired in 1993, Charles became the sole proprietor of ABC and Volunteer Bonding companies.  Over the years Charles became more involved with Judges, Clerks and District Attorney's offices within the judicial system due to his knowledge of current bail laws. In 1990 Charles was appointed to the position of Magistrate Judge of Catoosa County Georgia by then Governor Joe Frank Harris, an office he held for three years.  Charles conducted first appearance hearings, issued search warrants and tried civil cases up to $10,000.00

Charles is the President of the Tennessee Association of Professional Bail Agents (TAPBA).  The TAPBA provides five continuing education classes each year located within the three division of Tennessee.  Charles opens each class session with updates and information of interest on the bail industry.  As the PBUS Old South Director, Charles represents Tennessee, North and South Carolina, Virginia and the District of Columbia.

Mary Francis Smith is licensed in Ohio, Michigan and Indiana.  She is property, casualty, life and health licensed since 1988 and first agent license in Ohio in 2001 for surety bail.  She is the owner of Smith Bonds and Surety since 1988 providing insurance products with a L.U.T.C. designation and specializes in the surety field.  In 1990 Mrs. Smith sold most of her book of business as the surety division became so successful.

She is a founding member of the Ohio Bail Agents Association and has served on the board since 2005.  Mrs. Smith has been a long-time member of PBUS and is currently the Mid-America director for numerous states.  In 2012, Mrs. Smith was appointed by Roche Surety Corporation as a state Managing General Agent overseeing more than 50 agents.

Mrs. Smith is an authorized educator for the pre-licensing and continuing education programs for all lines of insurance.  In 2005 she was hired to train the Ohio Department of Insurance on regulation. She has also trained attorneys and Judges on Ohio bonds and served as a speaker in Mexico on immigration bonds.

Mrs. Smith is the author of a very successful handbook that is in use by Judges and clerks today. She holds a paralegal degree and has served as an expert witness on many occasions regarding the insurance industry.

Mark Heffernan is a Vice-President and Chief Operating Officer of Surety Corporation of America, headquartered in Miami.
